Well, Microsoft plans delegating Cloud hosting to OVH in France, nice, idea to bypass the PRISM effect.

Except the France were just signing a new law, in last december 2013, the LPM (Loi Programmation Militaire) including a free access for FR governement to any Cloud data, without needing to ask for a legacy authorization…

In fact, the same thing than PRISM, some says worst PRISM !
